well the show came first. then they toured to promote the show that the band was based on. The vocalist of the live band is the voice of Pickles and Nathan, and other characters, as well as the creator of the show. That guy's name i think is Brendon Small, not sure...

anyway, Small is also the guitarist, and so yes its technically a joke band (Duncan Hills Coffee Jingle) but they have actual talent (unlike most joke bands)
