I teach English in Quebec, used to work for the CQSB (English schoolboard) and have never heard any of this from co-workers, students or people in the community.
I guess some people like to victimize themselves and make up stories to sound interesting.
I'm an Anglophone Quebecois, and even with the bigotry I could not for the life of me live anywhere less, especially not with the assholes in Toronto (believe me, I tried, but like Quebec Francophones are different from the rest of Canada, so are Quebec Anglophones).
what a horrible city full of francophone bigots. The discrimination is ingrained in their society. I live in Ottawa now and I am a million times happier than in the fascist city of quebec.
