Probably gang related. But because of the many theory's i think the goverment killed him, or silenced him and put him away in a far country. In that period, the murders were high, crime as well. And much violence between West & East. I think killing/putting away both icons (pac & big ) would make violence less, and makes the anger lower. So i think the goverment both silenced them both or killed them because of that. =)
