Excellent.
Emotional abuse - if it's being used to take 10% of the children into care, will cause riots on the streets.
Glazer and Sturge will need to be careful of what they say.
Emotional abuse is defined as "persistent". It has to be there, and there nearly all the time.
It cannot be "futurist" and "persistent" at the same time. Futurist implies it has not happened yet, and if it's not there, it cannot be persistent.
