I saw the exact same thing in Montreal, Canada, in October of 2009. My father and I watched it for about 15 minutes. It was making its way North to South, real slow and very low. It was about 3:30pm, sunny day. It was constantly stopping in mid air to what appeared to me as ''re-aligning'' itself, while these other parts seemed to be like, sorta lining up, then it would move forward or up or down, then would stop again to do the same thing over and over again.
