Jet Grind Radio for the Sega Dreamcast is what you're talking about. Sega remade the game in practically all areas, and even the story. If you have played Jet Set Radio Future and Jet Grind Radio, you'll notice changes everywhere, but you'll still fight the same gangs and one that one big jackass in the end.

I've heard it was a prequel, but I've also heard it's a sequel.

As a prequel, JSRF would make a lot of sense, but as a sequel, not so much, except for the futuristic art style and the title.

it would make absolutely no sense as a prequel or sequel(although this 'appears' to be the face), JSRF has been confirmed to be a 'remake' of Jet Set Radio the original told in a different way, a la future, understand? its practicly the same story with new gangs
