This is simply Korean society which is an institutional democracy but a totalitarian social system. The majority of people have a brutal mindset intolerant of the weak and minorities and the entire economy growth was possible through this brutal inborn mindset. There have been wrongful deaths caused by government brutality(such as Martyr Gim Ju Yeol) but the vast majority supports oppresive social order so that their interests are protected, even if others have to die.

The woman and man in the video can not walk because of their condition. (I don't know the name of condition in English). Anyway, the police just yanked the wheelchair to arrest her.
She probably did what I would have done in my wheelchair at such a protest, locked her wheels so they couldn't just shove her where they wanted her. They yanked the chair so then all they had to do was drag her. Being at the mercy of thugs like that is a frustrating thing. It doesn't matter usually that such idiots think disabled people are worthless, but when they visit their contempt on you it could put a gentle person into the frenzy mode.
