I use Tamiya Acryillics. It sticks pretty well when hand painted, but Tamiya Surface Primer is a must when airbrushing.

You do not need to sand EVERY inch unless you are going for a weathered effect. I bought can of surface primer for $11. BUT! Regular old Krylon brand grey primer does the job just fine, and is cheaper.

What exactly does he do the gouf´s head tubing? Sand them to fit better on each other or sand the corners of them into a bit more rounder shape

Sand them to look better and to prepair them for the first coat of paint. If you don't sand your parts the paint won't stick.

unfourtunatly all of the tools to make the gunpla look better (like the paint, sandpaper, cutters etc.) you have to buy on your own.
