your FPS can be capped and be stable at 1-76, 125, 250, 333, 500 and 1000. These framerates are stable for the game engine, for example if you capped your FPS at 332 it would go to a random number between 332 and 500. The intervals 76, 125, 250, 333 just happen to be the best for jumping

Im not completely sure, but the game engine allows certain caps. they are 1-76, 125, 146, 250, 333, 500, 1000. 125, 250 and 333 are the best for glitches. When your FPS is capped at one of these values, the game runs smoother, freeing the player's jump levels.

i never had an ATI card, and i dont know if they are good or not, I always get nvidia cards. maybe you have special features turned on like 16x Anti-aliasing or super sampling

youll see a bit of a performance gain if you type /r_multigpu 1 in the console, but nothing else will really make much difference. You would need a new video card to see more FPS
