They look fairly close to shore. It's probably nothing more than a steel frame and an electric winch that is tethered to shore so they can haul in their catch. These folks have all sorts of custom tools.

Usually they wait 'til later in the winter when the ice is thicker to go rescue a vehicle that fell through.

@brandonryanploughman also when streams come in to a lake there is normal no ice or very little which happens sometimes when people drive on lakes they dont know at all or very little..many different fairly obvious reasons explain this if you have been on ice b4.
