My rig is pretty similar to yours but i've got 6 gigs of ram but my e8400 isnt OC'ed... I did OC it once and I got it stable on 3.6 ghz so do you think it will work just as smoothly as it does for you? Does the OC'ing actually make a difference though?

no, the 9600 is a low range card, 8800 outpreforms it. get the 9800 or higher, also get a quad core, this game actually uses all the cores quite heavily. Quad cores are also not that expensive anymore, like u can get a q6600 for around 80 pounds.

9400GT runs very poorly in GTA IV i have the x1600 pro from ATI with a e6550 @ 2.8, 4GB of ram, & 360GB and i only get from 10-15 fps on lowest settings. good luck

I don't think you truly have the restrictions passed. I did -norestriction and I put the settings on 100, and I still got the same results as if they were restricted. You have to use the command that changes how much VRAM you have, which is what I did.

But, amidst all the problems, the PC version is still the best. Even at medium settings, the PC version looks so much better than consoles.
