OK, lets put some of the doubt to rest. I worked on 'A Bit of Fry and Laurie' and was in the studio when this was clip was actually recorded and can assure you that Mr Laurie did indeed write, sing and play this song. Hugh is a very accomplished musician and is proficient in a number of instruments, guitar being just one of them. Thanks for posting, it's brought back loads of memories from my time working at the BBC. I recommend that everyone buy the DVDs, Fry and Laurie at their best!

No, it's not standard tuning. It's open tuning (the strings make a chord without you having to fret any of them). I don't know enough about it to guess at what tuning he is using, though. Try googling 'slide guitar tuning' and see where it goes from there.
