Tychus wasn't actually drunk, he was just playing drunk and started a fight to help Jimmy regain his people's trust. If he wanted to create distrust among his crew, he should have just kept quiet, and let them talk. Tychus is the man in the shadows, the antihero that pushes the hero to shine.

Valerian Mengsk (Arcturus's son) let him free and can kill Tychus at the push of a button. It's not a government thing- Valerian did it through a research group that he bought (moebius foundation)
