When I first saw him I was shocked when I realized he was a good guy. He looks like he could be working for the Joker. But then I remebered Batman the Animated Series.
He was in the first episode, too, when the "camera" was scanning over the superheroes listening to Superman's "Let's form a Union" speech. But you had to know whose head to look behind.
So many heroes, they couldn't use them all in an episode *although they did try to give various heroes their own episodes to highlight in*. although the Creeper would have been better than the episodes "wasted" in my opinion on Hawk and Dove.
@TheRhuen They didn't have to give Creeper his own episode (although that would've been AWESOME!!!), but a few LINES every now and again would've been nice! Just a couple of punch lines/one-liners/snappy comebacks! It's not like Jeff Bennett was retired or hard to reach at that point, and no actor would turn down a big check for reprising an incredibly fun role in a brilliantly written show, even if it was only for a few minutes of "screen time"!!

@jayorteg713 He's mostly just bloody insane. But he did beat up the Joker, and obviously he is, if not a member of the Justice League, then somebody who managed to get aboard the Watchtower and decided to help them at these crucial moments.
they also mention him in arkhm asylum. when the radio comes on and talks about the bombs the joker left in gotham, they mention jack ryder, the creeper himself
The Creeper might be a wild freak, but he isn't a wuss and he's pretty tough compared to an ordinary human. He and Ragman are two of the most underrated, overlooked and misused characters in DC Comics history--especially Ragman.
I hate that Creeper only has a couple of unspeaking cameos in JLU. Check BtAS episode "Beware The Creeper" to see him in action! And then imagine how fun it can be if they gave him a real role in JLU!

Actually, knowing him he probably just managed to sneak onto a Javelin at one point and they never bothered to kick him off the Watchtower.
