The parachute not opening is the least of the worries. If you pack it right, maintain all of your gear and got good body position on deployment it'll work. Them things want to open. Ive seen skydiving rigs open while students flippin like crazy through the air. You pretty much have to pack it to not open for it to not to

Apex Base is one based out of California, or Utah, I can't remember if it's both places or one of them. Anyway, you should definitely get BASE lessons before you go BASE jumping. BASE jumping requires a different rig, knowledge in how to pack it correctly, analyzing the wind patterns of the area, so much shit. Apex (and basically any BASE course) requires 100 solo skydives before you can take the course. Take a course, because you don't want to end up getting blown into a cliff 500 ft up.
First you need to learn skydiving. This can be done at a local skydiving school. After about 1000 jumps and a lot of balloon jumps, to simulate the falling without any frontspeed. You can make your first base jump. First start with a bridge or antenna and after a while you are readdy to jump cliffs.
Then you probably want to learn wingsuiting, so you go back to skydiving. Make 200 jumps and then make your first wingsuit skydive. congratulations!
before you can base jump you gotta have a certain amount of jumps from a plane bro...and you have to have a shit load of jumps from a plane also to even be qualified legally to fly a wingsuit
