Compiling a list of private citizens in that manner MAY be a violation - I don't know for sure. But the White House spamming people unsolicited is not right, there's already enough of that going on.
The only thing I know for sure is that Gibbs opens his mouth just long enough to change feet.

The SOB never did answer the question but did say there was a list he could check. Compiling a list of private citizens is a violation of Federal Law and has been the early 70's
