i think the singer was born close to Caucasus region. its sounds like a mountain song.

@acerb45666555 no the singer (shajarian)is from mashhad ,in east of persia.from a traditional parsi khorasani family.

In fact, many folk songs and 'mountain songs' in the Caucasus region are in the same musical 'mode' as in this performance. It's not hard to see why it sounds familiar to you :)
