you can easily test the PSU if you have a multimeter. the various voltages are described on wikipedia. search for "Power supply unit (computer)". it's under "Wiring diagrams"

if you don't have a multimeter, you can strip the wires on a fan and check at least if the yellow lines provide power. if the psu is blown, the fan shouldn't work at all.

btw, you turn it on by shorting the green wire to any black.
