Yeah, Gman's appearance screams goverment agent, or something akin to the men in black. On an interesting note the name GMan was in the credits as a character in the voice actor's section in the first half life. Yet it was done fairly obscurely without any explanation as to who he was (gman is never called gman in the game)

He's more of a unknown character that works for some source that goes beyond government/military etc... Through out diff Half life games.. he tells u a bit more about himself.. but the more he tells you.. the less you know.. I've read on some forums/ wiki that he's not human.. and he seems to work for some alien group... The combine was an accident i think, that invaded earth.. and so thats why the G-man wants Gordon to do his dirty work to stop the combine..

Gmans goal so far is to destroy the combine as far as the entire half life 2 saga tells us.

He obviously isnt a "goverment man". Who he is is unknown. But if he was a government man...wouldnt he be trying to save the human race? The ending of half life 2 and beginning of episode 1 tells us that.

The combine are so advanced, nothing has or possibly can stop them, but gman may have a way, and is using gordon as a tool, but im not entirely sure
