People only need billions to get things like partyhats or other rares, which serve no other purpose than bragging rights. Those people I'd consider incredibly wealthy, rather than just considering someone with 70m to be poor.

@Scr1393 Right, but powerleveling is not the normal method of training, hence why it's called power leveling. For instance, you could get 99 smithing via smelting gold for something like 30m, or you can spend a ton more and make steel plates, but get it faster. If you do that, it doesn't mean that you're poor because you can't afford to power level a skill. It takes being wealthier than normal to do that, otherwise again, it wouldn't be called power leveling.
