I highly doubt you even know the definition of racist, otherwise you wouldn't have used it there.
The majority of his statements were spot on. They could've made their situation better by not enslaving themselves. They did prosper from slavery because they were given shelter, which is more than their tribal-captors would've given them had they been unable to sell them.

I would refuse to pay it. It's wrong. I don't care what color is getting charged extra, it's wrong to have a tax that is not universal and against the Constitution. When the fuck are Africans going to pay back the Irish they stole from raids centuries before the African slave trade in the new world began? History shows that slavery has not been unique to any one race. It is a matter of greed. In the past when tribes/nations were conquered it was common practice to enslave the conquered. That doesn't make it right but slavery and oppresion goes much deeper than the color of skin.
