Why have different titles for women .... are they unable to compete equally with men in chess?

Well, I'm probably not the person to give the best answer, but it has been a man's world for Chess in the past and Women's titles are an attempt to better recognize those achieving women in the game. Women do have the advantage of competing in Women's only events as well as universal events. Prize money for Women's events still lag greatly than for universal events. Think of the analogy as similar to the LPGA / PGA relationship in Golf. Does that help?

They are able to win the "male" titles.

Actually, the male titles r "unisexual" titles, and the fermale titles r made to boost the number of female chess players.

The best woman in the world also hold "male" Grandmaster titles as well as female titeles for more then 30 years now, and the best woman ever (Judith Polgar) was something like number 4-10 in the World for may years.
