Yes, no matter who or why horses are trained that way or how long it's been going on I wish we didn't have a taste for extreme behaviors which few horses do "naturally" from birth walking around the paddock or field.
I've seen hundreds of horses hold their heads like this, but yes that is a line around his neck to his bit - whether or not he is in distress here - that is how he has been molded to hold this extreme position.

While I **don't agree with the use of gadgets** in dressage (or in any other discipline, for that matter), it is common to use various tools to train horses.
Picture the video set at an expensive farm in Spain or Germany, with the gadgets being made of leather and the trainer outfitted in Pikeur or FITS breeches: not so terrible anymore, is it?
-The horses ears are pinned back to listen, not out of anger- he could kick the guy in the face easily enough if he wanted
-when his neck curves tightly, if you look at the reins, they are SLACK. or slack enough! He's not being pulled like that.
-this looks exactly like a Lipizzan style training- the long reins with the belt around the middle, learning how to do a piaffe, just homemade tack/materials.
They do this to horses all the time, and not just in 'uncivilized' places.

This horse has no collection, as he's clearly been taught to merely stamp his feet, with no grace or beauty involved. While long reins and a surcingle are used, they are used properly, something that is clearly not being done here.

No his ears aren't pinned back, they are turned towards his trainer listening to him, just as a dressage horse does; his tail isn't swishing, its just swaying along with his body movements ,but i agree his face should be vertical and not tucked in so much, but i don't think it's actually tied there as he lifts it near the end of the video.

Well funnily enough his methods and equipment are IDENTICAL to English ones, except that his materials are home made by the look of it. If the horse is so quiet and relaxed (passive) then maybe the training methods are working well ?
