I do NOT entirely agree with this "rating system" for civilizations. I think TRAVEL CAPABILITY would be a better way to measure. For example a civilization might be able to TRAVEL around the galaxy without actually controlling all the power of a star. Also, Star Trek next gen is VERY hi tech, I am not buying that Star Wars is an entirely different league of technology as Star Trek especially next gen.

In Star Wars you are able to travel across a galaxy in days/hours and back; meaning they travel "faster" than light because the people on the planets do not age as you travel back and forth. My guess is that they use wormholes or something like it. Also, even the smallest ships have this "hyperdrive" that lets them slip in and out of spacetime.
