During taxi you don't need a continuous thrust setting, much like driving a car around a corner, and the thrust reduction after takeoff was probably so the lear doesn't blow past the 250kt speed limit below 10,000ft.
@nocotton The constant power reductions are to keep the airplane below 250KIAS. As per the FARs unless otherwise cleared by ATC you must remain below 250 when below 10,000 feet. The Learjet 60 is an incredibly overpowered airplane, which makes it a lot of fun to fly, but sometimes difficult to keep slow :) The small power increase was performed to increase the speed slightly for the climb.

yep, also they overspeed (vne) very quickly at full thrust setting at low alt, especially with a light weight like in this vid.
