@smithfarnell yes I do believe you can do this in a windows based DAW. Look for plugins or effects (FX) that say pitch shift or tune. Although when you tune a sample it also may speed up or slow down the sample. Using a combination of tune and pitch shift may allow you to time stretch a sample.
In the EXS24's Edit window (as seen at 0:35), click the little down pointing triangle next to the name of the sample and select Open In Sample Editor.
In the Sample Editor window, go to Factory-->Time and Pitch Machine, set the amount of cents you want to transpose by (100cents=1 semitone), Process and you're done.
HOWEVER this is destructive editing. If you want to undo you will need to reload the unprocessed sample (unless you undo immediately)

I do have one question about it though... I have noticed that there is a dramatic change in quality once the audio pitch is active. Is there a way to preserve the quality?
You can also try using the pitch correction plugin in logic. this may help improve the quality of the vocals. play with the other settings in the pitch correction plugin. also try adding the speech enhancer if you are working with vocals. But as a rule of thumb any time you change the pitch of a sample dramatically you may lose quality in the recording. Also make sure you are sampling something 16bit or higher. pops or clicks may occur at lower bits.

Also the more plugins you use in a project, the harder your cpu runs, so be careful, you don't want your project to suddenly freeze or crash on you.
