However your rate of reinforcement should be high enough (as in give treats rapidly) at first that the bird does not go for the clippers. Over time you can increase the intervals of time in between treats. At first offer lots and quickly.

What if the bird trys to play with the nail clippers once you are clipping them. What do you do then?
