Hmmm I'm not sure what you're hearing, but I suppose Neil's a bit more lax about his singing on this particular album. But he actually was raised a choirboy. If you want to hear what his voice can really do, check out some of the "Related Videos" on the right menu. I suggest "Everybody Knows...", "Commuter Love", "Our Mutual Friend", and "Tonight We Fly" (the last one listed). You should really check at least one of them out, he's actually a wonderful singer.
