One could become part of Israel as many did when the two nations "Israel and Judah" were still one nation, they could be grafted in if they agreed to follow the ways of God through Moses. Later in 1 kings 12, the 12 tribes were split into 2 nations, the ten tribes to the north keeping the national name "Israel" with the tribes of Benjamin, Judah and Levitical preisthood to the south taking the name "Judah" (Jews). That's why not all "Israelites" are Jews, because they became 2 different nations

Yes they're Hebrews...but not Jews. I made the comment because the vast majority of people think that Israelites are all Jews not understanding that only a small porting of them are Jews today. All Israelites are Hebrews but they're not all Jews (of the nation of Judah). I did not clarify the two because most don't even know there is a difference let alone the specifics.
