If his parents were Japanese characters and he was born in America (outside Japan at least) that would make him a cartoon, since cartoons can only be called Anime if they were made in Japan. So if he was born outside Japan, he would be half normal/cartoon due to being born outside Japan and half Anime due to his Anime origins. :)
