I've read a couple of claims that a number of Iraqi politicians are being bribed by the U.S. to sign off on this "agreement". Not sure if it's true, but I wouldn't be at all surprised.

I believe this has to do with big US oil wanting protection from the US military so they can steal the billions of barrels of oil when they start pumping it out of the ground. Big oil doesn't want to have to pay for security so they want the American taxpayers to foot their bill. This smells like another corporate swindle if you ask me.
