What You've said is such a generalisation and very ignorant, if you live in certain areas of Britain even with a degree you may still struggle to get a job as a binman let alone a worthwhile job.
What's needed is incentive for people to do better at school and when you are brought up in such poverty your options can be very limited, I build houses for a living and I know the underhanded tactics used by councils and housing associations. Concils pinch money and HA's are a scam, so be fair eh?

The maximum £15 weekly excess that some customers can get will be removed.
Limits on payments
A limit will be introduced so that Local Housing Allowance does not exceed:
