Since it looks like folks are still watching this video... this was Jack's test for his very first belt; he's been through ten tests since and now has a Deputy Black Belt. He'll be testing for his black belt sometime in 2010.
same with ours... you earn your white belt... with us you have to do your form two main blocks and learn 9 of the 10 polite words, yes sir no sir please thank you etc.
Different schools run differently. At this school, you have to earn your white belt in a test. Granted, the test is not that hard compared with later testing, but it's still a test in front of everyone.

promoted to WHITE belt? i thought everyone STARTED at white belt? what comes before white belt?

At this school they start without a belt. Wearing a belt at all is a test.

Yes everyone starts at white belt! This is the test to pass and then go to Yellow belt
