Not if these zombies are physically stronger than humans; that idea has been used before.

It's sort of like asking why a zombie would stop if it got shot in the head. Many zed movies/books talk about zombies getting brain rot. If that's the case, they obviously don't need their brain, and therefore a bullet in the head would be useless: a better method would be to break off as many limbs as possible, or tear its body apart with a few shotgun blasts. It all depends on the author's idea of a zed.
