Baluchistan is combination of tribes, about 24 tribes, out of which 22 tribes are with Pakistan including pashtun, but only two tribes murree tribe and bhugti tribe r against Pakistan,reason is not they want separation,they were part of govt till couple of yrs ago,they want to increase their royalty for two said tribes, govt want to invest in schools, hospitals etc, but these leaders want in form of cash, because schools are useless for these leaders, as that will not benefit them directly.
