It brings back memories of an almost similar incident on the Treasure Island Causeway in St. Petersburg back around 1971 when a car got trapped on the steel grid deck section as it was rising; the occupants were terrified being stuck in mid-air and were rescued.
However, bridge tenders have a duty to ensure that the movable area is clear prior to disengaging the span locks to raise the bridge.

no one decided this person had to die though. it was a freak accident. but he was fortunate enough to have already lived 80 years. the life expectancy is around that anyway, so it's not like he missed out on much.
