It's nice to see some more "under the ruler" machines appearing on YouTube. You need to check your calculations, though: if the ratio of outer to inner radii is 2.36, that will not make the cart move 2.36 times as fast as the yardstick. A hint: think of what will happen if you make the inner radius very small indeed. Or what will happen if the inner radius is nearly as much as the outer radius; better still: try it out!
