The 'ladder' thing is probably what you would have jumped into to trigger the slot machine (like in Sonic 2), before they changed it. The weird-looking bumpers are in fact frames of animation for the regular red bumper - freeze frame it while you bounce off it and you'll see.
What's happening here (and in Sonic 1) is that the game is trying to read part of the RAM that's used for something else as part of the special stage.
Debug = Fail. Not a Glitch Because you are causing the game to do things beyond what it is programmed to do hence the randomness. Debug will of cause make glitches happen..... you cant do this without Debug Mode so I dont class it as a Glitch. If this was normal gameplay and you fell through a solid block outside of the Main Play Area id accept it.
You know, you can't really call it a glitch if you're using debug mode to do something you aren't meant to do in normal gameplay. =P It's more appropriate to call it, maybe, a debug-related secret.
Kinda cool that the spare bonus stage saved you from falling forever and could send you back to the regular one, though -- it's almost like a quick fix to return you to the game so that you didn't have to reset it. =)
did you know that in sonic the hedgehog 3 you can be super sonic in the speical stage that has silver stars when you pass the check point (you have to jump asoon as you get in the speical stage)
So really... what are you trying to achieve here? If it's rings, well, all I can say is that you require the ability to print rings to get this far so.... still I have no answer.

You can do this on the Sonic 1 special stages as well, they use the same engine after all.
