I keyframed the whole thing because i didnt know about the preset text effects which you can probably get the same or better result using them (Animation Presets > Presets > Text)
but the way i did it was keyframe the start position and the end position have them ease in and out.. Then i put a Fast blur effect on the text and set it to only horizontal.. it may have been Directions blur but they both produce pretty much the same effect.. once again just keying where i want the blur.
and then i put a Gaussian blur on the text and had the blur start about 1 to 1.5 sec after the text slowed down near the end and ramp the blur up decently high about 0.5 sec after that..with the blur i keyed in the opacity to make it seem like it was fading out.
COOL! Would you recommend using this to animate texts or After Effects?

with a preset!

@pancake404 No, you don't need a preset. You can do it with the default vegas effects and key-frames.

Are you gonna tell us how you made that in Premiere CS3? I have the software here, just not sure how to re-make what you did.
Thanks so much!
