I had a problem with latency when ever I uploaded webcam videos made in Quick Time to youtube or face book. The audio and video was always out of sync. I decided to take my quick time videos and edit them in IMOVIE and then post them through the share feature in IMOVIE, and now there are no noticeable latency problems. I'm not sure if this works for PC's and their equivalent movie editing software, but I would give it a try. Plenty of light always helps when recording videos also.

That's a tricky one. The only audio replacement option I'm aware of once a video is uploaded is AudioSwap, but that only lets you replace the audio track with music. It doesn't support audio editing.
The only way I can think of is to do it before you upload it. In this case you'd need the English and Japanese portions on two different tracks, so you could just remove one and leave the other intact.
Sorry, I can't think of any other way. Perhaps someone else has an alternative?

Hello, I use an easycap capture card and my videos come out as mpeg-4s yet the quality is terrible and sound is out of sync. Can you help?

i do use mp3 and the damn video is always out of sync it makes no freaking sense at all... :(

@numetalJamespunk10 I do too & mp3 doesnt chg the fact that every video codec that YouTube "accepts" doesnt stay in sync w audio/mp3.

In all of the tests I recorded the clip using QuickTime Pro and then adjusted the output settings to use a different codec.
