Correct, as many have cited this as the 5th Annual American Comedy Awards. The 'Urkel Dance' episode of Family Matters aired 2/8/91, and this aired 4/3/91.

No, I think this was from the American Comedy Awards in the early 90's. Family Matters wasn't around in 1989.
