In England this would never happen as the guy throwing the bicycle would go certainly to jail and the thieves would get community service at most.

In Canton/Guangzhou a southern province population 10 Million+ motorcycles are banned because they are used by thieves (Mostly bag snatchers). so often. This is the story in Most large Chinese cities.
