It never says, and we have no way of really knowing, but it sounds exactly like him in the Decisions, Decisions scenario.:)

And also, Nicholai escaped from Raccoon City, with Survivor and Archives as proof of it, so he could very well be on the phone.:)

Archives is not totally reliable. It also says that Rebecca Chambers died in Racoon City. Also, the Japanese version of Survivor states that some R&D team wrote that file.

fallout is mostly an immediate danger, both in the area blasted and anyplace the wind blows it, but it falls off relatively quick, within a few weeks. by the time Umbrella cordoned off the area, build facilities, and gained legal custody to perform their investigations, the radiation wouldn't be too much higher than backround normal radiation levels. obviously, personnel would have to monitor radiation levels, and limit their stays, but its doable.
