The purpose of the analogy is that if you want to kill and eat some fish it would very very easy if they were in barrel and you shot them. If you had to go fishing in a stream, or lake, or the ocean, it would be much more difficult. Yes, if the fish are in barrel, you already have them, so shooting them would be redundant. It is a rather silly idiom.
