@kpm6195 To prove that you killed them. Cash reward incentives are often offered by governments in areas negatively impacted by massive populations of rodents. I'm not sure if they have these programs in India but many southeast asian nations have done this in the past.

@Madiz0r In the parts of the world the video is talking about, they hate rats because they carry diseases and eat food and destroy property. I hope they're able to keep the rat population under control.

I own two rats and love them to death. But in those parts of the world, rats are really dangerous.

@alnikki25k, probably the government was offering a reward. Rather than have them bring in whole rats, they opted for just the tails as "proof of death". I seen this type of proof used long time ago when US government paid a bounty on coyote ears, by the pair.

Are black rats native to the area, or were they introduced by humans?
If they're native, then the people have no right to be upset when a natural cycle takes place and rats move into an area with more food than their previous location.

I feel like hitting people who say rats are evil and "scary" Rat's are trying to live and survive and have no place to be safe up on land so they are forced to the sewer's (where they catch disease) - which means people call them "vermin". Well If they are, why don't you stop killing them and chasing them off to the underground and let them live on land where they won't catch deadly dieases?
