They actually never break the surface of the water and instead just touch the surface and pull upwards, using inertia to form a column of water towards their mouth, which they snap shut over at its peak, right before gravity takes over. It's very clean. Scientists have been able to predict how often they will "lap" based on the size of their tongue.

Interesting to see how inefficient a dog's drinking ability is compared to ours. Where we can take a few big gulps to quickly satisfy our thirst, it appears here that a dog can only draw up droplets in rapid succession. Perhaps it's a mechanical means of filtering the water, which we do more with our eyes and brains.
