Harlem would be 1. Not all Blacks in Harlem hate Whites, but many are skeptical of them. This is due to gentrification. A lot of upper class Whites come into poor Black neighborhoods to buy up land, resulting in higher taxes and ousting the local (Black) ppl. Same in poor rural White areas tho', rich White folks come in and so farmers are losing their land cuz they can't afford the taxes. This is a BIG reason for hatred at least here in NY.

Clue : sub-saharan countries are mostly over 4.0 and western countries are ALL under 2.1 (except France which is around 2.4-2.5, but in that case the immigrant population from north africa is increasing the data with 3.0 of average).

The federal reserve bank is not owned by the U.S. Goverment it lends money, at interest, to the U.S Goverment. It is a private organisation and is as Federal as Federal Express.
