why is the "inlay" any better than a filling. I would imagine the filling would cost alot less?

It is because filling materials have much smaller particle size making them vulnerable to fall apart, i.e, failure of restoration. Inlays on the other hand function as a unit and have much better aesthetic value, comparatively.
