Because he did not turn around, grab both ankles and BEG the officer to dictate his life to the cellular level.
To say this...to purport that the death was caused by "not following directions" in a manner suggesting this stands as some sort of airtight justification for it....
Is to declare the arbitrary demands of lethally aggressive strangers is "clearly trumping" this mans life.
Their commands are worth more to them than our /lives/.

this video, as the description says, is to show how dangerous neck holds are. this was against a full grown man, not a 16 yr old girl. if the hold [which seems to be approved for compliance] is so dangerous, perhaps its best to only use on a real criminal or in a situation where real harm may occur if the person gets away
