One last thing, a contract signed by a homeowner and licensed contractor is not a valid contract. If the homeowner was dishonest he could tell the unlicensed scrub who did the work to get lost, he doesn't have to pay him. I've seen that happen as well, funny as fuck! As a licensed contractor if a homeowner pulls the "I'm not paying" bullshit I can file a pre-lien notice and lien his home 20 days later. In Arizona the pre-lien lets my state know I'm working at that residence.
Most states require the licensed contractor to pay into a recovery fund for when homeowners get screwed over by other licensed contractors. Hell, had it happen to me and I'm a licensed contractor. Had a general contractor screw me out of $2200 and he violated almost every item in my contract with him. The Registrar ruled for me because of my signed contract and even when the fool appealed I still won. The contractor lost his license. He had 5 complaints filed on the same jobsite.
I see people being taken advantage of all the time by unlicensed scrubs. Had one guy call me to finish a stain/varnish job on some cabinets that dude walked away from and took the money. The homeowner proved his stupidity further by wanting me to finish the job for him using shitty Home Depot stain and varnish. I told him that I didn't do half ass work and either he let me do them the right way or he could find some other scrub to finish the work.

Here I watched one man get arrested after taking a whole street of citizens money for roofing. Seems the roofs he did do, he didn't use any underlayment (felt) shingle to OSB and no flashing for vents. When asked why he had licensed and insured on his truck. its understandable why contractors licenses are required, but it is no guarantee of good work, only that the "contractor" had enough money backing them, or had the right connections to get their license. I've worked on crews from California to New Hampshire where someone who has been in construction for 15 years doesn't know squat, yet they are or could become a contractor. the gov needs to wake up, and so do the people who pinch for every penny from honest talented workers

They have the same "connections" as anyone else who applies for a license. You have to pay the fees and pass the tests. Most states trades test is difficult and it's one way to weed out those that aren't "journeymen". Yes, quality can be excellent to lacking depending on the contractor. But being licensed proves you passed the trades test.
